Case law for July 2026 has been uploaded to all corpora at once. Supreme Court of the Russian Federation — 23 decisions of judicial chambers (17 on economic disputes, 6 on civil cases) and Review of the Case Law of the Supreme Court of the Russian Federation No. 2 (2026), broken down into 52 items: reduction of penalties, bankruptcy of a developer and an individual, challenging transactions involving residential premises, unauthorized construction, and agricultural land. Intellectual Property Court — 122 acts: early termination of legal protection, compensation for infringement of an exclusive right, and abuse of rights in bringing an action. Criminal Cases of the Supreme Court of the Russian Federation — 25 acts of the Judicial Chamber for Criminal Cases. Administrative cases — a cassation decision of the Judicial Chamber for Administrative Cases holding inadmissible a military-medical expert opinion conducted by a private institution. The corpus volume as at 5 August 2026 was — 76 912 acts.

Constitutional Court Resolution No. 46-П: heating charges where metering is installed only in some premises
The resolution of the Constitutional Court of the Russian Federation No. 46-П of 7 July 2026 concerning heating charges in an apartment building where individual metering devices are installed only in some premises has been uploaded. Meter readings from premises where heat consumption is substantially lower by virtue of regulatory requirements or energy-saving measures may not be used to calculate heat consumption in premises without metering devices. Until the Government of the Russian Federation establishes a special procedure, the amount of thermal energy for such premises is determined as the difference between the readings of the communal metering device and the sum of the readings of the individual devices, allocated on the basis of the total floor area of those premises. The applicants’ cases are to be reconsidered; recalculation of charges for other residential-premises owners is not contemplated.

Seven Constitutional Court resolutions for July 2026: Nos. 47-П–53-П
Seven resolutions of the Constitutional Court of the Russian Federation adopted from 9 to 22 July 2026 have been added to the corpus. No. 47-П: selling an agricultural plot to a tenant without an auction constitutes a benefit, while the absence of information about unremedied violations creates only a rebuttable presumption of good faith. No. 48-П: Article 22.1 of the Law on State Cadastral Valuation was held unconstitutional insofar as it prevents the establishment of an archival cadastral value equal to the market value; a temporary procedure with a one-year period was introduced. No. 49-П: an adult who has suffered a crime committed by a parent is entitled to seek deprivation of that parent’s parental rights. No. 50-П: a court may not return a private-prosecution complaint on grounds relating to information unavailable to the victim. No. 51-П: confirmation of experience by an extract from the register of contracts containing state secrets is limited to defence and security procurement — the provision is constitutional. No. 52-П: increased land-tax coefficients do not apply to plots designated for individual housing construction and taxed at a rate of up to 1.5 percent. No. 53-П: expiry of the limitation period terminates criminal proceedings even where the person has not been identified, but the victim’s safeguards remain in place; if the perpetrator is identified, a new individualized decision is issued.

In its Ruling No. 45-П the Constitutional Court held that provisions requiring local self-government bodies to clear dry grass and create mineralised firebreaks on land near forests that has not been delimited between public owners do not contradict the Constitution: this is a state, not local, power, and it may be assigned to a municipality only by law together with the necessary funding—without this, liability under Part 3 of Article 8.32 of the Code of Administrative Offences of the Russian Federation is precluded. Two new Constitutional Court of the Russian Federation rulings on criminal matters
Two rulings have been added to the Constitutional Court corpus. In Ruling No. 43-П Article 159 of the Criminal Code of the Russian Federation was held partially unconstitutional: the special offence of business fraud (Parts Five through Seven of Article 159) applies regardless of whether the victim is a commercial organisation established by the state or operating with its participation. In Ruling No. 44-П Paragraph 2 of Part One of Article 108 of the Code of Criminal Procedure of the Russian Federation was held not to contradict the Constitution: remanding in custody in absentia an accused who has absconded, for a minor offence for which imprisonment cannot be imposed, is permissible as an exceptional and compelled measure necessitated by the accused’s evasion of justice.
